Before leaving the U.S. Dept. of Education in September 2007, Jerry Malitz served in a senior leadership role as the first Chief Information Technology Officer at the Institute of Education Sciences. In this role he conceptualized, designed, and implemented information technologies across the Institute including analyzing and reworking existing processes and procedures, and identifying and developing the capability to use new web tools for both internal and external purposes.

Prior to his role with IES he served as the Chief Technology Officer and as the first Webmaster at the National Center for Education Statistics (NCES), where he was the creative director in spearheading substantial improvements in serving the needs of management, staff and customers through the NCES website.

Mr. Malitz has produced several books, videos and training sessions on the use of technology and data in and for education, and he has designed numerous public and intranet applications for the dissemination and collection of information over the web. Mr. Malitz continues to work extensively with federal agencies, State Education Departments, school districts, and postsecondary institutions, in leading efforts on educational improvement by designing and putting the proper data tools at the disposal of education practitioners and providing instruction on how to best use them to inform decision-making.

Chief Information Technology Officer - Institute of Education Sciences, U.S. Department of Education - January 2006 – September 2007
Responsible for IT strategic planning, implementation and ongoing operations (including public website, operational data collection applications and administrative intranet applications), for research and statistics agency ($650 million annual budget) in the U.S. Department of Education. This included development of System Security Plans, Disaster Recovery Plans, Configuration Management Plans, Standard Operating Procedures for all activities culminating in the successful completion of all Certification and Accreditation protocols necessary for the organization's continued growth and excellence.

Chief Technology Officer - National Center for Education Statistics, U.S. Department of Education -
July 2003 – December 2005
As Chief Technology Officer at the National Center for Education Statistics (NCES), spearheaded substantial improvements in the infrastructure of the technology program. This included oversight of design, development and implementation of intranet applications that enhanced the management of critical tasks. Provided a much needed strategic vision for the role of technology in serving the needs of customers and staff.

Webmaster - National Center for Education Statistics, U.S. Department of Education - May 1998 – August 2004 Served as the NCES Webmaster during which time the NCES website became one of the most used statistical websites in the country with an average of approximately 2 million user sessions and 20 million page views monthly. Responsible for all aspects of the website including design, usability testing and analysis of web metrics. Development and maintenance of the website was accomplished by working with several external contractors made possible by promulgating enterprise wide standards, processes and procedures. This website included the acclaimed NCES "Kids Zone" which brought information to young students in an environment combining fun and learning.

Technology Outreach Director - National Center for Education Statistics, U.S. Department of Education
- 1990 – 1998
Through close interaction with State Education Agencies and School Districts developed program to bring about the incorporation of technology into education and the workplace. Co-wrote and produced one of the first videos on the power of the Internet with the release of ‘Experience the Power: Network Technology for Education’ in 1993. This was followed up by collaboration with NASA in 1994 with the simultaneous release of a video and a publication ‘Connecting to the Future: A Guide for Building a Network Infrastructure for Education.’ After the success of these two efforts produced two publications, ‘Technology @ Your Fingertips’ (1997) and ‘Safeguarding Your Technology’ (1998). Both were later developed into web applications. Additionally, produced the video SPEEDE/ExPRESS: An Electronic System for Exchanging Student Records.

Project Manager - National Center for Education Statistics, U.S. Department of Education - 1985 – 1998
Responsible for the development of several handbooks that promoted guidance on consistency in data definitions and maintenance for education data, so that such data could be accurately aggregated, analyzed and shared. Handbooks developed under my guidance included: Classification of Instructional Programs (CIP); Student Data Handbook for Elementary, Secondary and Early Childhood Education; Staff Data Handbook: Elementary, Secondary, and Early Childhood Education; and A Pilot Standard National Course Classification System for Secondary Education.
