Building on a federal career of innovation and success MCS ...Strategic Technology Solutions was formed in January 2008 by Jerry Malitz to be a leader in providing more of the same for their clients. Over the past three years MCS has worked with federal, state, and local agencies and companies of all sizes to help them strategically plan, design and implement their initiatives effectively.
In 2006 when Jerry Malitz was appointed to a senior leadership position as the first Chief Information Technology Officer for the U.S. Department of Education's Institute of Education Sciences (IES) there was no applied vision or strategy as to how to best leverage technology throughout IES and its four Centers. In just a short five months he instituted a well received initial release of the IES website, and inside of eight months 100% compliance with uniform polices procedures and standards that allowed for smooth, cost effective and continual growth in the IT program. Prior to that as Chief Technology Officer and Webmaster for the National Center of Education Statistics (NCES), he oversaw and directed development of several easy to use, yet powerful, statistical web applications. As Technology Outreach Director of NCES, he was an early adopter of and proponent for the effectiveness of data standards and robust data systems that allowed for data to be used more effectively by researchers and decision makers alike.
Prior to that while at NCES he was responsible for the initial development of the
Classification of Instructional Programs (CIP) Codes, the NCES Course Classification System, the
Student and the Staff Data Handbooks for Elementary, Secondary, and Early
Childhood Education, and he was the U.S. Department of Education’s project
director for the SPEEDE/ExPRESS (electronic data exchange) project and the
Migrant Student Record Exchange project.
